Land, ownership, public money, diplomacy and the claims behind the debate.
This update brings together the new research on public decisions, companies, money and community claims. Each entry separates what its sources support from what remains unresolved. Older case reports are dated evidence, not a claim that the latest court outcome has been verified.
“Documented record” means the described document supports that limited claim. “Official account” attributes an institution’s statement. “Reported relationship” and “Reported findings” rely on reporting or summaries. Allegations, disputed claims and open questions are not findings of guilt.

Tirana incinerator: the award and the money
The Open Procurement register records an 8% evaluation bonus approved on 7 December 2016, one bidder, Integrated Energy B.V., and an offer of ALL 17,139,106,821 excluding VAT. The 30-year award is dated 24 August 2017; contract 6021 Rep., 2894 Kol. is dated 31 August 2017. The contracting authority was the Ministry of Environment.
Evidence, limits and sources
Limit: A bonus or a single bidder does not itself prove an offence. The offer is not the amount ultimately paid; performance, amendments and expenditure need separate records.

Who owned the incinerator company in 2022?
The registry-derived profile for Integrated Energy BV SPV (L72031013B) lists Dutch GeoGenix BV, formerly Integrated Energy B.V. (66671752), as its 100% parent. Its reproduced beneficial-owner extract effective 10 May 2022 identifies Alberto Presezzi at 40%, Max Abitbol at 20% and Dominique Marcelle Obadia Abitboll at 20%. Another 20% is not individually identified in that extract.
Evidence, limits and sources
Limit: These are historical indirect interests, not certified current ownership. Klodian Zoto’s former administrator role in 2016–2018 does not establish current ownership. Preventive seizure in 2023 and the January 2026 administrator listing for Indrit Karaj are separate legal facts.

Llogara: three procurements must stay separate
SPAK’s 20 November 2025 statement describes proceeding 136/2025 and alleged interference involving Belinda Balluku and five procurement-committee officials: Evis Berberi, Gentian Gjyli, Erald Elezi, Jetmira Dervishi and Mirzeta Kashnica. The construction tender ceiling was ALL 18,967,810,952 excluding VAT.
Evidence, limits and sources
Limit: A ceiling is not a payment and allegations are not convictions. Reuters reported further formal charges on 20 October 2026 and Balluku’s denial. The separate 2021 supervision tender and reported 2025 A-M/Gjoka maintenance award (about ALL 230m over four years) must not be attributed to the construction case without evidence.

AIDA’s 2025 register of information requests and responses refers to Strategic Investment Committee Decision 23 of 30 December 2024 and Atlantic Incubation Partners LLC (EIN 92-3329707). It is an information-request register, not a complete strategic-investment or ownership register. Reuters reported strategic status for the proposed Kushner-linked resort.
Evidence, limits and sources
Limit: The signed decision, annexes and full ownership chain have not all been independently inspected. The registered agent Corporation Service Company is not thereby a beneficial owner. Strategic status is not proof of a completed land sale or construction.

Sazan Operations and the Al-Khayyat ownership report
BIRN’s April 2026 reporting on QKB records describes Sazan Operations, founded 1 April 2026, as controlled through six companies by Ramez and Mohamad Al-Khayyat. It reports five unnamed Albanian investors holding 24% of Blue Industries Investment Holding BV, an entity in the related structure.
Evidence, limits and sources
Limit: That 24% must not be depicted as a direct stake in Sazan or Atlantic Incubation Partners. Kushner’s precise personal equity and the complete chain between project vehicles remain unverified. Citizenship and family connections do not establish state control or wrongdoing.

Sazan and Zvërnec have different land and permit questions
In its June 2026 explanation, the government said Sazan remained state property and no final agreement had then been signed. Its account of a 30 March development-permit approval and 15 May in-depth environmental assessment requirement concerns Zvërnec. Legal and technical conditions still governed issuance of the development permit.
Evidence, limits and sources
Limit: This is the government’s dated account, not an independent cadastral audit or a construction permit. Obtain each parcel, land title, environmental decision and final agreement separately. Citizens.al’s account of ten negotiation meetings led by Elira Kokona and reported state demining costs require minutes and expenditure records.

Durrës Marina: public assets and the project vehicle
The Port Authority records a 10 August 2022 memorandum between Eagle Hills, represented by Mohamed Alabbar, and Albanian Seaports Development Company, represented by Erlis Hereni. Research also identifies a reported 67%/33% project-vehicle split and a historical 40.18% indirect Alabbar interest in Eagle Hills.
Evidence, limits and sources
Limit: The latter percentages remain registry-verification leads in this release. The public return requires the signed agreement, land valuation, tax treatment, guarantees and accounts. No evidence reviewed establishes an award-for-contract exchange with the UAE presidency.

Poverty: corrected source version and estimates
The World Bank brief downloaded for this review is labelled October 2026. It estimates poverty at the $8.30/day line (2021 PPP) at 25.0% in 2024 and 23.1% in 2025, with a 21.6% projection for 2026. It says subsequent figures are model estimates because the latest household survey used for this measure is from 2018.
Evidence, limits and sources
Limit: This replaces the draft’s 23.8% for 2024 and October 2025 label. International poverty, national poverty and relative at-risk-of-poverty are different measures. The Macro Poverty Outlook provides wider economic context, not evidence of individual criminal responsibility.

Governance, corruption perceptions and media freedom
Transparency International’s rule-of-law brief cites Albania’s 2024 CPI score of 42/100 and rank 80. RSF’s 2026 country page ranks Albania 83/180 and describes conflicts between business, politics and media. Freedom House’s 2025 assessment combines competitive elections and assembly freedoms with corruption and polarisation concerns.
Evidence, limits and sources
Limit: CPI measures perceptions; a rank is not a count of offences. Freedom House’s 2025 edition mainly concerns 2024. TI’s brief carries an April 2026 publication date despite its 2025 title. These are institutional assessments, not judgments against a named politician.

ECRI lists its seventh Albania report as adopted 17 March and published 17 June 2026. Amnesty’s 2025 world report contains an Albania chapter.
Evidence, limits and sources
Limit: ACER’s denominator, reference period and questionnaire need the full methodology before interpreting these as population-wide rates. ECRI and Amnesty are included as source dossiers; this release does not claim to have completed their recommendation-by-recommendation analysis.

WikiLeaks, the leaked OSCE report and Offshore Leaks
OCCRP’s account of a November 2009 US diplomatic cable concerns the Berisha period, before Rama became prime minister. Its separate report on a leaked OSCE document distinguishes authentication of the document from substantiation of allegations it repeats. ICIJ’s public Offshore Leaks database provides partial records for identity-matched research.
Evidence, limits and sources
Limit: A diplomatic assessment is not a court finding. The leaked report does not establish the alleged €200m offshore fortune. Offshore incorporation is not itself illegal; similar names and country filters cannot establish an individual’s identity or guilt. Draft ICIJ result counts are not treated as fixed findings.

The source link has been corrected. Later expansion under Rama and the Ashraf-3 context belong to the subsequent timeline.
Evidence, limits and sources
Limit: This establishes the initial offer and international support, not all later terms, expenditure or alleged MEK operations. It does not establish that Israel ordered the relocation.

Iran: technical attribution in 2022 is not attribution of 2026 protests
FBI/CISA’s AA22-264A advisory documents Iranian state-linked destructive cyber operations against Albanian government networks in 2022. AP separately reported Albanian authorities’ attribution of the February 2024 INSTAT attack to HomeLand Justice.
Evidence, limits and sources
Limit: Neither record proves that Iran organised October 2026 demonstrations. A new attribution needs identified accounts, operators, payments, communications and independent technical evidence. Online amplification, even if established, does not invalidate protesters’ grievances.

Rama publicly alleged Iranian and Russian online amplification and invoked Antifa and anti-Israel or anti-Trump actors. NDI’s foreign-interference study discusses vulnerabilities and narratives, rather than proving a common command structure for these protests. BIRN reporting on the police’s October statement describes investigations of online threats without public identification of a foreign state operator.

Viral foreign-police images and flight claims
RFE/RL reports Faktoje’s identification of an AI-generated image used to allege foreign police involvement, police denials, manipulated material about buses from Greece, and Tirana airport’s denial of extra flights from Israel during the protests.

Rama’s proposed Bektashi sovereign entity is a documented proposal. Assess secularism, religious equality, constitutional procedure and territorial implications separately from the Sazan, Zvërnec and Durrës projects. The reviewed records do not establish a shared agreement linking these initiatives.

Albania joined NATO on 1 April 2009. Its collective-security commitments differ from Switzerland’s permanent neutrality. The research asks whether foreign-policy choices offer measurable humanitarian, diplomatic, economic and security benefits proportionate to their risks.
Evidence, limits and sources
Limit: Neutrality is not the absence of sanctions, diplomacy or refugee protection. The comparison is a political alternative to analyse, not evidence that Albania is legally required to follow Swiss policy.

Sherrie Westin was identified as Sesame Workshop President at the 2022 event. UAE officials also announced the Order of Zayed in January 2026.
Evidence, limits and sources
Limit: Award-giving and attendance do not establish private payments, ownership or procurement favours. CAM’s Sacha Roytman/Natan Sharansky, Robert Singer and Vital Voices’ Alyse Nelson/Hillary Clinton are organisational context, not financial edges. Albania’s 2020 OSCE chairmanship was a state role, not a private award.
